Director of Finance and Information Access & Privacy (IAP) Administrator

The University of King’s College, Canada’s oldest chartered university, known nationally and internationally for its interdisciplinary programs in the humanities and journalism, is seeking an energetic, success driven individual to fill the position of Director of Finance. This position is based in a small and extraordinarily lively academic community located in Halifax, Nova Scotia.

Responsibilities

Reporting to the Bursar (Vice President Finance & Administration), the successful candidate will be responsible for the preparation of all financial reporting for the university including the university’s annual budget, financial forecasts, financial statements and variance analysis and ad hoc financial analysis as required.  The position is also responsible for the coordination of the year-end external financial audit and the completion of requests filed with the university under the Freedom of Information and Protection of Privacy (FOIPOP) legislation.

Specific duties will include:

  • Preparation and coordination of the university's annual budget with oversight from the Bursar.
  • Preparation of quarterly (or monthly as required) financial statements and variance analysis.
  • Preparation and distribution of quarterly departmental financial reports to department heads and administrative support staff.
  • Preparation and updating of financial forecasts on a quarterly (or as required) basis throughout the fiscal year.
  • Financial reporting for Finance, Audit & Risk Committee and Board of Governors as required.
  • Direct supervision of four Bursar's office staff (payroll, accounts payable/procurement, student accounts, accounting)
  • Coordination of year-end external financial audit, key audit contact.
  • Guest on all financial committees - Finance, Audit & Risk Committee, Investment Committee, Pension Committee.
  • Member of the Budget Advisory Committee.
  • Member/guest on ad hoc committees as a financial resource.
  • Assisting the Bursar in drafting and updating new or existing financial policies. 
  • Special projects, ad hoc reporting and financial analysis as required.
  • Preparation and filing of annual charity return with CRA.
  • Preparation and filing of annual CAUBO FIUC report.
  • Review of monthly payroll and remittances.
  • Review and sign off of cheque runs as required.  Signing authority for the university.
  • Evaluating, analyzing and recommending improvements and/or efficiencies to accounting policies and procedures, internal controls, financial reporting systems and investment activities.
  • Maintaining knowledge of and reports on trends that are critical to the university's financial performance.
  • Communicating and providing financial support to internal stakeholders such as senior administrative team, faculty, staff, students, committee members, Board of Governors.
  • Communicating with external stakeholders such as the provincial government, Canada Revenue Agency, financial institution(s), other universities, CAUBO, Interuniversity Services Inc. (ISI).
  • Key university contact for all requests filed under FOIPOP legislation. 
  • Coordinating the completion of FOIPOP information requests in a timely fashion
  • Ensuring the university is PIIDPA compliant.

Requirements

The following background, experience, and personal qualities are seen to be desirable and will be used in the assessment of candidates for this position:

  • An undergraduate university degree, in finance, business, management or other related field 
  • A chartered professional accountant designation (CPA) 
  • A minimum of five years of related experience, three of which are in a progressively senior financial management/leadership role 
  • Experience in a university/post-secondary institution environment would be considered a definite asset 
  • Strong interpersonal skills and the ability to work effectively with a wide range of constituencies in a diverse community 
  • Ability to empower and lead a team towards operational excellence
