Spew about sewage

The Halifax Sewage Treatment Plant on Barrington Street has been shut down since January when a power failure led to extensive flooding, causing untreated sewage to flow into the harbour once again. The plant isn't expected to be fully repaired until next spring.

Treatment facilties have cost millions and taken years to be built. What do you think about the problems? What should be done?
